It hasn't been very well publicised really.

Have to say I'd missed this bit completely though...

Quoted Text
When selling a vehicle to a new vehicle keeper, the vehicle tax will no longer be transferable. Vehicle tax will end when a vehicle is sold and the new keeper will need to get the vehicle taxed immediately before the vehicle can be used.

On the plus side the monthly direct debit option would mean you could just tax the car for the months you wanted to drive it.

The downside seems to be buying a car- could be awkward arraging insurance and tax on a sunday afternoon.

You can tax 24/7 - however, at the moment you can only drive your car without displaying for 5 days AS LONG AS you have applied online on or before the last day of the month that your disc expires - if you are buying a new car how is this going to apply? I assume (!!!) that you can drive without displaying as long as you order before you actually purchase the car???

When the new rules come in there will be no tax disc to display so I presume you will buy online as you purchase the car and that's that.

So, they are getting rid of disks, and thus relying on the database system to see if a car's taxed. The same database to see if a car's insured and MOT'd.

So why oh why not get rid of 'Road Fund License' all together and just put (yet) more tax on fuel? That way, the people using the roads more (and thus causing more wear and tear on them) PAY more. Cars producing more CO2, by definition, burn more fuel so they will pay more, and vice-versa.

I do wonder what school of common sense the rule-makers went to....

Because that's too obvious and sensible!

That would work if they actually used road fund licence and fuel duty to maintain the roads sadley they don't. Also road tax is a very small percentage of haulage costs, fuel is a huge percentage. If you put up fuel duty enough to fill the gap in the revenue the cost of everything that moves by road will rise exponentially, and given that almost everything everyone consumes and desposes of moves by road that would be bad news for everyone.

It wouldn't be difficult to do fuel tax concessions for hauliers, by rights they should already have some.

Besides, if the fuel tax was balanced such that the revenue stream change = zero we'd actually all be better off due to reduced unnecessary bureaucracy. It would be very, very easy to work out what the fuel tax change would need to be.

Well, we'd all be better off apart from the redundant DVLA staff of course.
